Summary & Background

On May 6, 2020, the Board of Commissioners approved a substantial amendment (Agenda Item # 20-0341) to the County’s prior Action Plan years for 2014, 2015, 2016, 2017, and 2018 for Community Development Block Grant funding distribution to reprogram $1,968,987 in grant funding.  The substantial amendment awarded CDBG Projects to the City of College Park ($584,000); City of East Point ($162,487); City of Fairburn ($200,000); City of Hapeville ($300,000); City of Palmetto ($300,000); and Union City ($422,500).  The City of Palmetto project is complete, the other five (5) projects are underway and need additional time to complete construction timelines due to construction process delays, and to include the need to respond to the Covid-19 pandemic.  

 

 

Scope of Work:  Amend the Community Development Block Grant (CDBG) Subrecipient Contract term periods which are using reprogrammed grant funds.

 

The extension of the CDBG reprogrammed contract term will allow subrecipients an opportunity to complete construction projects that benefit Fulton County Constituents. 

 

 

 

 

Community Impact: Community Development Block Grant (CDBG) funding will help the municipalities sustain and support low to moderate income communities.  

 

Department Recommendation: The approval of the requested action will help municipal Subrecipients implement community’s plans in underserved areas.

 

Project Implications:  Approval of the contract amendments will increase the Department of Community Development’s ability to spend Community Development Block Grant (CDBG) funds in accordance with Housing and Urban Development’s (HUD) spending time frame.
