Request approval to amend the Community Development Block Grant CV-1 contracts with the following sub-recipients: College Park ($500,000.00), Fairburn ($50,000.00), and Palmetto ($120,000.00), to extend the contract end date from December 31, 2021 to April 28, 2022, to allow the cities additional time to respond to the needs of their communities. The funding levels for each contract stays the same and does not change as a result of these amendments. The County Attorney is authorized to approve the contracts as to form and make changes thereto prior to execution. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Summary & Background
Fulton County received HUD notice on April 2, 2020, informing the Community Development Block Grant (CDBG) Program of the COVID-19 CV-1 award in the amount of $1,098,603. The grant funds were authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. The CDBG COVID-19 CV-1 funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) for Fulton County’s low to moderate-income citizens.
The CDBG COVID-19 CV-1 funds assist municipalities to quickly respond to needs of its constituents by providing Personal Protection Equipment (PPE) for firefighters, park sanitizing stations, Covid tests, meals for seniors, tool kits for students, and emergency utility assistance for residents.
The original contracts were approved at the August 19, 2020 Board of Commissioners meetings, Agenda Item # 20-0577.
Scope of Work: Amend the Community Development Block Grant (CDBG) Program COVID-19 CV-1 Subrecipient Contract time-periods.
The extension of each of the CDBG CV-1 contract term will allow subrecipients an opportunity to provide additional covid-19 pandemic resources to Fulton County Constituents.
Community Impact: Community Development Block Grant (CDBG) funding will help the municipalities sustain and support low to moderate income communities during the COVID-19 pandemic.
Department Recommendation: The approval of the requested action will help municipal Subrecipients implement community plans in underserved areas.
Project Implications: Approval of the contract amendments will increase the Department of Community Development’s ability to spend Community Development Block Grant (CDBG) funds in accordance with Housing and Urban Development’s (HUD) spending time frame.
