Scope of Work: On September 9, 2019, the BOC approved a three-year water and sewer rate increase of 5% per year, for the years of 2020, 2021, and 2022, to begin funding the 2020-2026 Capital Improvement Program (CIP) (BOC Agenda #19-0695). This increase was necessary to fund projects in the CIP, including the debt service associated with the Big Creek Water Reclamation Facility expansion.
