Scope of Work: The Atlanta-Fulton County Emergency Management Agency (AFCEMA) recommends Board of Commissioners approval of this agenda item. Approval of this item will not require the expenditure of any additional County funds. The Memorandum of Understanding covers two initiatives with funds totaling $453,392.98. These programs/organizations will not receive any direct funds as the Metro Atlanta Urban Area Security Initiative (UASI) will be providing the requested equipment, supplies, and resources.

 

Community Impact: The Atlanta Region Commission’s Metro UASI MOU covers two initiatives designed to prevent, protect, respond, and recover from threats of or acts of terrorism. (1) The WebEOC program enhances AFCEMA’s situational awareness & accountability, which aids first responders and first receivers with incident management, coordination, and collaboration acitvities. AFCEMA’s WebEOC is the second largest system in the US and hosts every municipality and hospital in Fulton County, as well as community partners such as GWCCA, Mercedes Benz-Stadium, NWS, Red Cross, and multiple Universities. This enhancement will provide AFCEMA the capability to communicate with other WebEOC services or third party systems, incorporate new WebEOC updates into our system, and allow for continued flexibilty and customization for emerging needs. (2) The Interoperability program moves our radio frequency system forward with a platform known as Critical Connect. This enables cloud-based interoperability that can adapt to agency needs and makes it easier to manage complex communication centers. It can quickly be set up and scale allowing growth in terms of capacity, unique connections, features, and future sevice.

 

Department Recommendation: The Atlanta-Fulton County Emergency Management Agency recommends Board of Commissioners’ approval for this agenda item.
