Pursuant to 24 C.F.R. Section 91.505 and 24 C.F.R. Section 91.200, the U.S. Department of Housing and Urban Development (HUD) allows amendments to the consolidated plan and annual action plans (1) where there are changes to funding allocations or changes to the method of distribution of funds; (2) to carry out an activity using funds from any program covered by the consolidated plan not previously described in the action plan; and (3) to change the purpose, scope, location, or beneficiary of an activity.

Summary & Background

The Department of Community Development recommends approval of a Substantial Amendment to the HUD 2021 Annual Action Plan to incorporate HOME ARP funding in the amount of $2,428,588.00 into the County’s HOME-ARP Allocation Plan.

 

Fulton County will receive $2,428,588.00 in supplemental HOME funds to assist individuals or households who are homeless, at risk of homelessness and other vulnerable populations by providing housing, rental assistance, supportive services, and non-congregate shelter. 

 

On September 13, 2021, HUD issued Notice CPD-21-10 which describes the requirements for the use of HOME ARP funds and outlined the process for preparation and submission of the HOME ARP Allocation Plan.

 

Fulton County Department of Community Development engaged in an extensive stakeholder consultation process with a variety of shelter and service providers serving each of the qualifying populations and participants in the Continuum of Care, the County Department of Human Services, victim service providers, rental assistance providers, the Fulton County Continuum of Care, and the North Fulton County Coalition Interagency Council.  In addition, surveys were distributed to each of the Housing Authorities servicing Fulton County.

 

Scope of Work: The result of the stakeholder consultation process, and data analysis resulted in the following scope of work & proposed budget.

Community Impact: The HOME-ARP funds will assist the County in its efforts to address affordable housing and homelessness in the County.

 

Department Recommendation: Approve the HOME ARP Allocation Plan and subsequent Substantial Amendment to the 2021 Annual Action Plan to incorporate the HOME ARP funds.

 

Project Implications: Approval of the Allocation Plan will provide additional resources to the County to address affordable housing for households experiencing and/or at risk of homelessness.

 

Community Issues/Concerns: The Allocation Plan was placed on public display from February 9 through February 28; a public hearing was conducted February 27.
